毕业前夕，何帆执意留在北京写书，于是被父亲掐断了经济来源。无奈之下，何帆跟随同学杨瑞雅来到西山村应聘“暖心调解室”人民调解员的工作，本想借着机会留在这里安心写书，没想到村里的事接踵而来。何帆和杨瑞雅先是帮一对吵架的夫妇进行调解，由于不了解情况，何帆差点怪错了好人；村里的高婶和高叔闹离婚，何帆和杨瑞雅在了解情况后让两人重归于好；独居的王大爷摔伤了，死活不让子女来伺候，原来是分家的时候两代人产生了矛盾，刚刚出狱的大毛无处可去，何帆安排他来照顾王大爷，却引发了王大爷子女更大的误会。何帆认为自己不是一名合格的调解员，打算离开西山村，然而他对这片地方却早已割舍不下。

影片塑造了一个与传统农村干部完全不同的主角形象，他是党的政策的有力贯彻者，是优秀传统文化的民间继承人，并将两者有机结合到一起，凝聚人心，调动村民积极性，利用集体的力量实现了村庄精神、政治、经济的全面发展。影片在叙述故事的过程中反对说教，注重实用，向观众展示了“村委会开会广播直播”、“五好家庭”评选与经济利益挂钩、开展“谁为村遮光谁为村增光”写讲评活动激发村民民主参与意识等做法，让影片更贴近农民群众生活，更加真实可信。在故事的架构上，影片以村庄的发展历程为主线，穿插几个家庭的悲欢离合，其中不断迸发的矛盾冲突，大大增强了影片的可看性，让观众在不知不觉中融入影片剧情。
